Endorsement for EU constitution in Spain – defeat of incumbent governments in general elections (Portugal) and local elections (Germany)
The 20Feb05 marked election history in the euro area with elections in three countries and three levels of government. Spain staged the first referendum (out of 10) on the EU constitution with a convincing endorsement of 76.7%; in Portugal the governing centre-right social democratic government under Prime Minister Santana Lopes was toppled by the Socialists under Jose Socrates; in Germany the centre-right opposition under Angela Merkel scored an unexpected success in the state elections in Schleswig-Holstein, Germany’s northern-most state. Although the three economies differ significantly in terms of economic situation and popular support for the EU, the election results highlight that economic performance will determine both the popularity of national governments and the concept of European integration
