EZA 933/15Feb10: Labour market policy - curbed trade union powers, more decentralised work placement
- The German labour market is set to experience major changes.
- The first comes through a 26Jan10 statement of the specialised Federal Labour Court challenging the powers of traditional trade unions.
- The second comes from enhancing the legal foundation of job centres as a compromise between centralised and decentralised provision for the long term unemployed.
- These, together with other key events (the demand for more transparency in unemployment benefits and the extension until end 2010 of the regulations on short term work) are putting the involvement of government in the labour market to the test.
Asset conclusions: decentralisation of wage negotiations and public labour market administration is likely to continue, helping improve flexibility in the labour market.
