CEA writes to Polish EU perm rep on VAT exemption

27 September 2011

The European Insurance Federation (CEA) has written to the Permanent Representative of Poland to the European Union (EU) on the VAT treatment of financial and insurance services.

In their communication to the European Union representative for the Republic of Poland, the CEA addresses the question of outsourcing in the light of level playing fields, competitiveness and reinsurance contracts.

They also comment on the VAT exemption for the transfer of insurance and re-insurance contracts.

In their opinion, the explicit exemption of the transfer of insurance and reinsurance contracts is necessary to avoid distortion of competition resulting from the fact that the transfer of portfolios of credit contracts is treated in most Member States as being exempt from VAT.
