IAIS: Self-assessment and peer review on regulation and supervision supporting inclusive insurance markets

The International Association of Insurance Supervisors and the Access to Insurance Initiative (A2ii) have launched the Self-Assessment and Peer Review (SAPR). This SAPR assesses the supportiveness of supervisors to the cause of enhancing inclusive insurance markets.

The reason for developing the assessment tool is threefold:

The self-assessment furthermore aligns with the IAIS mission to promote effective and globally-consistent regulation and supervision, and the A2ii mission to promote inclusive and responsible insurance, thereby reducing vulnerability.

Once the SAPR on Financial Inclusion concludes, the A2ii will continue to make the self-assessment questionnaire available as part of the A2ii toolkit.

The self-assessment questionnaire was developed by an Expert Team consisting of representatives from the IAIS Financial Inclusion Subcommittee, as well as the World Bank and A2ii.

A link to the online questionnaire was circulated to all IAIS Members on April 2. Members will have four weeks to complete the questionnaire, by May 7. Once the completion period is closed, the Expert Team will meet to review the results. After a thorough consultation process on initial assessments, each IAIS Member who participates in the SAPR will receive a confidential individual report with the assessment of overall supportiveness. In addition, the Expert Team will prepare a publicly available aggregate report.

A progress report with preliminary aggregate findings will be prepared for the IAIS Committee meetings and G20 meeting in June 2013. Completion of all final reports is expected in time for the IAIS Annual Conference in October 2013.
