When a Directive is enacted and in force, activity in the area usually reduces sharply. So we move the Timeline of the events leading up to its creation into the Archive. But we continue to add any subsequent items of news and may move it back into the current Monitoring Policy Events category if it becomes topical again, perhaps due to a possible modification.
