-A report by Karl von Wogau, a German Christian Democrat member of the EP, for the parliament's constitutional affairs committee has opened a perspective for ending a power struggle between EP and the European Commission that has stalled adoption of the Lamfalussy recommendations since March.
Mr von Wogau's draft report, which was debated in committee yesterday, does not demand a 'callback'. But it argues the Commission in Stockholm accepted a similar mechanism vis-a`-vis the member states when it agreed that in 'particularly sensitive' cases it 'would avoid going against predominant views' formed in the council of ministers.
