-The Committee of Wise Men recommends several plans for rapid and effective implementation of the FSAP, including that future negotiations be conducted in the open so that reasoned arguments can then be judged on their own merits, as well as the creation of a Securities Committee to be made up of 'high level' politicians that carry authority to implement detailed legislation.
