Greece: Eurogroup agrees to release €767 million in debt measures
The Eurogroup discussed the 4th enhanced surveillance report on Greece. The report concluded that Greece has taken the necessary actions to achieve its specific reform commitments for mid-2019.
This will pave the way for the disbursement of the second tranche (worth €767 million) of policy-contingent debt measures agreed in June 2018.

Post-programme surveillance: Cyprus and Spain
The European Commission and the European Central Bank (ECB) briefed the Eurogroup on the main findings of the post-programme surveillance missions to Cyprus and Spain.
Post-programme surveillance (PPS) starts automatically after the end of financial assistance programmes. It continues until at least 75% of the financial assistance received has been repaid. Reporting and missions will continue to take place twice a year.
Assessment of 2020 draft budget plans
As is usual at this time of the year, the Eurogroup discussed the budgetary situation and prospects in the eurozone and the 19 eurozone countries. This discussion was based on the Commission's opinions on national draft budgetary plans (DBPs) for 2020 and on the Commission communication on its overall assessment of the DBPs, published on 20 November 2019.
The outcome of this discussion is reflected in the Eurogroup statement.

The Eurogroup prepared a report for the Euro Summit of 13 December 2019.
The report focuses on:

the package of legal documents related to the European Stability Mechanism (ESM) reform, based on the revised ESM Treaty provisions agreed in June 2019

the completion of the banking union, including the European Deposit Insurance Scheme
-
the agreement on a budgetary instrument for convergence and competitiveness reached in October
