In a letter to the German Chancellor, former President Roman Herzog calls for "defensive rights" for EU national parliaments and measures against over-regulation from Brussels. Herzog writes that the complaints against "too much bureaucracy [and] too much regulation from Brussels", have spread like "wildfire" and must be answered with "new blocking rights for national parliaments", to stop the "power-expansionism of EU institutions". Herzog suggests a "subsidiarity court at the European level", for Member States to call upon.
