The European Banking Federation (EBF) welcomes the opportunity to respond to the European Commission’s consultation on its published Data Governance Act and recognizes that its different pillars will contribute to establishing a Single Market for Data in the EU.
We are particularly
encouraged by the creation of a European Data Innovation Board and
stress the need to make industry participation from different sectors a
permanent part of the expert group rather than just occasional or
invitation only, which is particularly important given the tasks
mandated to the Board by the Regulation. We also note that data sharing
intermediaries can play an important role in incentivising broader data
exchange and helping users to take control over how their data is used
and shared. Yet they are only one part of the wider data sharing
ecosystem and should not replace the need for further action, such as an
enhanced data portability right and mechanisms such as APIs, that allow
user data sharing in real-time. We would also encourage more ambition
in future proposals foreseen under the Data Strategy, notably on the
Data Act, to increase access data to across different sectors.
