He could be blamed for being too active, if this criticism were justified in an institution that was undermined for its slowness and slackness, but certainly not for being effective, independent and competent. It has advanced Europe in all areas of its competence and will be lacking in an increasingly criticised College. The weakened French president did not believe it must lead the fight to impose it, and that is a pity.

Indeed, European policies appear increasingly unbalanced by the influence of a Germany, which is itself in difficulty because of its retrograde economic policy. This threatens the entire European Union by giving arguments to its long-standing opponents.

The legitimacy of common institutions that we are most in need and that seem to be struggling to cope with change is at stake.
