Spanish Presidency: Highlights of the agenda of the informal ministerial meeting on economic and financial affairs (Ecofin)


From 15 to 16 September, the informal ministerial meeting on EU Economic and Financial Affairs will take place in Santiago de Compostela. The working sessions will focus on advancing strategic autonomy and strengthening international economic cooperation, especially with Latin America.

In the framework of Ecofin, a joint meeting with ministers and international financial institutions from the Latin American and Caribbean region will be held for the first time, organised in collaboration with CAF-Development Bank of Latin America and the Caribbean. These meetings will revolve around a common theme: "Towards a Global Green and Digital Economy".

EU-CELAC meeting. Global Gateway Investment Agenda

The EU and the Community of Latin American and Caribbean States (CELAC) share long-standing ties and strategic partnerships, which strengthen their ability to to respond to global challenges.

On Friday 15 September, in the first of the planned working sessions between EU economic and finance ministers and their counterparts from the Community of Latin American and Caribbean States (CELAC), the ministers will address the Global Gateway investment agenda agreed by EU and CELAC leaders at the summit last July.

This is a key investment agenda to strengthen cooperation between the two and to seize opportunities for sustainable and inclusive growth.

Current state of the global financial safety net

Given the difficult geopolitical situation and the increasing financing needs of vulnerable countries, maintaining a strong and effective global financial safety net is now more necessary than ever and the EU has a key role to playing this. 

In this context and in the framework of the meeting between EU and CELAC representatives,  ministers will be invited to consider ways forward at the IMF and World Bank Annual Meetings in Marrakech in October.

Interaction between fiscal and monetary policy via-à-vis future challenges

On Saturday 16 September, EU ministers and bank governors will discuss the interaction between fiscal policy and monetary policy in the current economic situation and how both can address current and future priorities and challenges.

Strategic autonomy, economic security and european public goods

The Spanish presidency is working to promote an ambitious European strategy to strengthen competitiveness, key to reinforcing Europe´s strategic autonomy in five areas: energy, agri-food, industry, technology and digital.

The EU must make further progress in ensuring effective competition and strengthening the internal market, while at the same time pushing ahead with the implementation of strategic projects.

In this respect, Ecofin will devote a working session of ministers to addressing the interaction between European financial integration, the economic security of the EU and European public goods.
