Seimas decision on the Roadmap for the Completion of the Economic and Monetary Union


The Lithuanian parliament has approved the roadmap to Economic and Monetary Union.

Seimas endorsed the position of the Republic of Lithuania (P_EST-634) on the Roadmap for the Completion of the Economic and Monetary Union and recommend the Government to consider with caution the establishment of a new special fiscal instrument for the euro area based on the centralised insurance system and scheduled for phase three (after 2014) pursuant to the decision of the Committee on Budget and Finance of 16 January 2013 on the Roadmap for the Completion of the Economic and Monetary Union (Minutes of the Meeting No 109-P-2(RN));

Seimas emphasised that the proposals on the creation of a genuine Economic and Monetary Union have to properly reflect the interests of all the Members States, which calls for parliamentary scrutiny, as provided for in Protocol No 1 of the Treaty on the Functioning of the European Union;

Seimas stressed the need to look for means, on the EU level, of systematically involving national Parliaments in the process of EU decision making with a view to ensuring democratic legitimacy and accountability;

Seimas requested the Government to regularly, at least once every six months, present information to the Committee on the progress of the implementation of the Economic and Monetary Union;

Seimas concluded that, at this stage, it is too early to express an opinion on the long-term proposals on a genuine Economic and Monetary Union and noted that specific measures for the implementation of the proposals should be based on the extensive analysis of impact assessment and wide consultations with all the stakeholders.
