The government announced that it will make an early repayment of 1.3 billion euros from a total of more than €40 billion in European financial assistance because the economy can now permit this, which will help consolidate confidence in Spain.

The Council of Ministers has implemented the Plan of Measures to Drive Growth, Competitiveness and Efficiency, that was announced by the President of the Government, Mariano Rajoy, on 31 May. The Vice-President of the Government, Soraya Sáenz de Santamaría, asserted that the Plan sets out a strategy for the second half of 2014 and contains 40 measures to help "consolidate economic recovery and spread its effects to all levels".

According to the government's calculations, the Plan will mobilise a total estimated investment of some €11 billion, of which €6.3 billion correspond to measures that have already been quantified while another €4.4 billion will be earmarked to improving access to credit for the productive economy.

The Plan seeks to drive growth and the present and future competitiveness of the economy and business financing, taking maximum advantage of EU funds and forging cooperation with the regional governments. "This programme of measures does not condition compliance with the fiscal consolidation targets, since they are resources that are already available and which we will optimise", said Soraya Sáenz de Santamaría.

In this regard, the Vice-President of the Government announced that all the plans to be implemented by the State will be designed and implemented in such a way that the regional governments that voluntarily sign up with their own resources will be able to receive advance payments from the European Structural Funds (ERDF). "We will work towards - as far as possible - being able to make use of these funds before even receiving them", she reiterated.
