Discussion in all issues above centred on the use of soft law requirements. Representatives from Germany, Italy, and France called for the Commission to reduce the use of these arrangements. There is no clear definition of soft law eg in German law.
Delegates form the UK on the other hand stated that soft law can be an instrument under certain circumstances.
the Commission defended the use of soft law as a too when it is difficult to reach an agreement on other measures like eg directives.
Exchange of views with Mr Charlie McCreevy
Discussions with members of the Committee focused on the upcoming Commission communication on a Patent Strategy and a request to the Commission for a proposal to regulate the collective management of copyright and related rights as regards cross-border online music services. Better regulation and simplification of legislation was only of minor interest.
