Council decision on Payment Directive delayed

Council could not reach an agreement on the Payment Services Directive. The Presidency is trying to agree on a “global compromise”. Issues which remain under discussion include an appropriate prudential framework for payment institutions, activities payment institutions may undertake, the possibility to waive the application of parts of the Directive either for certain smaller institutions and natural persons, and micro payments.

The Council took note of progress achieved so far and invited the current and incoming presidencies to reach, if possible, an reach agreement in first reading.
