The Belgian text leaves unresolved the question of how to treat a foreign manager. The talks will start this week after the summer break, with a goal of reaching a deal in September.
Officials from the EU governments were due to meet yesterday and on Thursday, 2 September, to prepare for and then review a round of negotiations with parliament leaders.
As regards other provisions, such as rules for fund custodians, controls on leverage, and short-selling the Belgian text mainly consolidates the stance worked out among the EU governments in earlier talks.
