QIS 3 - Letter from Commission to CEIOPS

In a letter to Mr Bjerre-Nielsen, chair of CEIOPS, the Commission lays out the issues that it considers crucial in the design for QIS3. It should be as comprehensive as possible and, regarding the standard formula, the explicit focus should be the calibration of a single working hypothesis.
