The recommendations
The 2016 CSRs are addressed to 27 of the EU's 28 member states. To avoid duplication there is no CSR for Greece, as it is subject to enhanced policy surveillance under an economic adjustment programme.
As concerns Portugal and Spain, the CSR texts will be finalised in July and addressed in a manner consistent with the steps to be taken under the EU's excessive deficit procedure.
In March 2016, the Council adopted a specific draft recommendation on the economic policies of the euro area. It did so at an earlier stage than in previous years, in order to take greater account of eurozone issues when approving the country-specific recommendations.
The 2016 European Semester will conclude with adoption of the country-specific recommendations on 12 July.
