However, Germany should avoid having the loudest voice in the EU, as it did in the refugee crisis or the Greek bailout. Instead, Merkel should follow the 'Helmut-Kohl Method', which means acting as a quiet but stable partner in the background and supporting the interests of other Member States and the UK.
